The Platform is a private service owned and operated by GoodWork Solutions Inc. By continuing to access or use the Platform, you acknowledge that you have read, understood, and agreed to comply with these Terms.
These Terms incorporate by reference all related policies, including but not limited to our Privacy Policy, and any other platform policies referenced within this document or made available on the Platform. Our Privacy Policy is available at https://handlr.ph/policies/privacy-policy. These documents form part of this Agreement.

General Use of and Access to the Platform
Guidelines for Use of the Platform and Services
You agree to comply with all guidelines, notices, operating rules, policies, and instructions relating to the use of the Services and access to the Platform, including any amendments issued by Handlr from time to time. Handlr reserves the right to amend these Terms at any time. For material changes, Handlr shall provide at least seven (7) days' prior notice via the Platform, email, or SMS before such changes take effect. Continued use of the Platform after the effective date constitutes acceptance of the revised Terms. Changes required by law may take effect immediately upon publication.
You represent and warrant that, if you are registering to use the Platform as an individual, you are at least eighteen (18) years old; and if you are registering on behalf of an entity, you are authorized to enter into and bind that entity to these Terms of Use. Handlr reserves the right, at its sole discretion, to refuse service or access to the Platform to any person or entity and to modify its eligibility criteria at any time. You may not create or use an account on behalf of any other person or entity unless you are properly authorized to do so.
Restricted Activities
You agree and undertake NOT to:
Impersonate any person or entity, or falsely represent your affiliation with any person or entity.
Use the Platform to offer or procure services for illegal or unlawful purposes.
Attempt to gain unauthorized access to, interfere with, or disrupt computer systems or networks connected to the Platform or related services.
Interfere with another user's use or enjoyment of the Platform or related services.
Use or upload, transmit, or distribute any software or material that contains viruses, malicious code, or other harmful components that may damage or interfere with the Platform, its data, or the devices of other users.

Availability of the Platform and Related Services
Handlr may, from time to time, upgrade, modify, suspend, or discontinue the Platform or any of its related services, either in whole or in part. Handlr shall use commercially reasonable efforts to provide advance notice of planned maintenance or discontinuation. Handlr shall not be liable for temporary unavailability due to technical issues, maintenance, or circumstances beyond its reasonable control, except where such unavailability results from Handlr's gross negligence or willful misconduct. Handlr does not warrant that the functions available on the Platform will be uninterrupted or error-free, that any defects will be corrected, or that the Platform, its services, or the servers that host them will be free from viruses or other harmful components.
Handlr retains the right, but not the obligation, to monitor content. Handlr may monitor, screen, or otherwise control any activity, content, or material on the Platform. At its sole and absolute discretion, Handlr may investigate any violation of the terms and conditions contained herein and take any action deemed appropriate. Handlr may prevent or restrict access of any Customer or Service Provider to the Platform. Any activity suspected to be in violation of applicable laws, statutes, or regulations may be reported to the appropriate authorities, and cooperation may be provided to such authorities when required. Handlr may also request information or data in connection with a user's access to and use of the Platform at any time. If such information or data is not provided, or if there are reasonable grounds to suspect that inaccurate, misleading, or fraudulent information has been submitted, Handlr reserves the right to exercise the remedies available under these Terms.
Without prejudice to any rights available under applicable Philippine law, including RA 7394 (Consumer Act) and RA 10173 (Data Privacy Act), Service Providers who are dissatisfied with the Platform may request account termination and discontinue use of the Services. Nothing in these Terms limits any right that cannot be waived or excluded under mandatory applicable law.
Handlr reserves all rights not expressly granted in these Terms. Nothing in these Terms of Use shall constitute a partnership, joint venture, or principal–agent relationship between you and Handlr, nor does it authorize you to incur any costs or liabilities on behalf of Handlr. Handlr does not warrant that the materials available on the Platform are appropriate or accessible for use in locations outside the Philippines. Accessing the Platform from territories where its contents are illegal or prohibited is not permitted. Any person who chooses to access the Platform from outside the Philippines does so at their own initiative and is responsible for compliance with applicable local laws.
1. Service Provider Terms
1.1 Scope and Acceptance
1.1.1 Before using the Platform, Service Providers must carefully read these Terms of Use ("TOU"), as these terms govern the relationship and activities between Handlr, the Service Provider, and Customers. Service Providers are also encouraged to review the Customer Terms. If these terms are not accepted, the Platform should not be used and Services should not be offered to Customers through the Platform.
1.1.2 Handlr may update or amend this TOU from time to time in order to comply with applicable laws or regulations, or to accommodate operational or business changes. For material changes, Handlr shall provide at least seven (7) days' advance notice through the Platform or other communication channels before such changes take effect.
1.1.3 Service Providers will be notified of any material updates to this TOU through the Platform or other appropriate communication channels. Such changes shall take effect no earlier than seven (7) days after notification, except for changes required by law, which may take effect immediately. For minor or immaterial changes, specific approval from Service Providers may not be required.
1.1.4 Continued use of the Platform after such updates indicates acceptance of the revised TOU. Any Job already accepted before a change takes effect will not be affected by the updated terms.
1.1.5 For all Jobs arranged through the Platform, Handlr acts solely as the operator and administrator of the Platform. The Service Provider remains fully responsible and liable for the delivery and performance of the Services to Customers. Service Providers acknowledge that they are independent contractors operating their own independent businesses, and not employees, joint venturers, partners, or agents of Handlr. The independent contractor relationship is further described in Section 2A of this Agreement, which Service Providers are required to read carefully.
1.2 Service Provider Account
1.2.1 During the sign-up process on the website or mobile application, Service Providers will be required to confirm acceptance of this TOU. Upon successful registration, an account will be created on the Platform, allowing the Service Provider to receive and respond to Job Requests and manage activity on the Platform.
1.2.2 Verification Requirements. The registration process includes a verification procedure. All Service Providers must submit the necessary documents to verify their identity, qualifications, and eligibility to provide services through the Platform. All documents submitted are processed in accordance with Handlr's Privacy Policy and the Data Privacy Act (RA 10173). Documents are used solely for platform verification purposes. Handlr implements appropriate security measures to protect submitted documents and retains them only for as long as necessary. Service Providers may access, correct, or request deletion of their submitted documents by contacting Handlr through the Platform.
(a) For business entities, the following documents are required:
DTI Certificate of Business Name Registration
BIR Certificate of Registration
Valid Business Permit issued by the appropriate local government unit
Handlr may require additional records or documentation to verify the business entity and its qualifications to provide the Services.
(b) Workers or personnel assigned by the Business Provider to perform services through the Platform must individually register and submit verification documents, as follows:
Required:
Two (2) valid government-issued identifications
NBI Clearance issued within the last six (6) months
TESDA Certificate or other relevant certifications demonstrating the Service Provider's skills
Optional:
Certificate of Employment or other proof of relevant work experience
Handlr reserves the right to review, verify, and evaluate all documents submitted and may approve or reject any registration at its sole discretion if the submitted documents are incomplete, invalid, expired, inaccurate, or insufficient to verify identity, qualifications, or eligibility to perform the Services. Handlr may also request additional documentation or information at any time as part of its verification process.
1.2.3 The registration process may also require verification of a mobile phone number or email address through a confirmation message sent by the Platform.
1.3 Introduction Rates / Platform Fees
1.3.1 Handlr reserves the right to introduce or modify fees for the use of the Platform. Such fees may include subscription fees, commissions per Service, transaction fees, or other fee structures. Handlr shall provide Service Providers with at least fourteen (14) days' prior written notice before implementing any new or increased fees. Jobs already accepted prior to the effective date of a fee change shall be governed by the fee structure in effect at the time of acceptance. The applicable platform commission or fee percentage shall be clearly disclosed within the Platform at all times.
1.4 Receiving Jobs
1.4.1 Customers submit Job Requests through the Platform describing the required Service, location, and preferred date and time for completion. Service Providers may view these Job Requests through their dashboard and may choose to accept them.
1.4.2 There is no guarantee that any specific Job Request will be available to a Service Provider. A Job Request will be reserved by the first Service Provider who confirms acceptance.
1.4.3 Cancellation and Booking Management. Customers and Service Providers are expected to manage their bookings responsibly and in good faith. Where a confirmed booking can no longer proceed, the cancelling party should notify the other through the Platform's messaging function as early as reasonably practicable. Handlr's cancellation procedures, including any applicable fees, timeframes, and refund arrangements, are governed by the Handlr Cancellation and Booking Policy, available at https://handlr.ph/policies/cancellation-policy. Handlr shall provide at least fourteen (14) days' advance notice of any material change to this Policy that introduces or modifies a financial obligation on users. Any booking confirmed prior to the effective date of such a change shall not be subject to the new terms.
1.4.4 Handlr reserves the right to reduce the number of Job Requests that a Service Provider can see, or to suspend or revoke a Service Provider's access to the Platform in accordance with the process set out in Section 2A.5. Adjustments to a Service Provider's visibility or Job Request exposure may be made based on platform performance indicators, Customer ratings, or policy compliance, with notice provided where reasonably practicable. Platform access consequences are contractual remedies, not disciplinary employment measures.
1.4.5 The Service Provider is responsible for including VAT and any other government taxes, fees, and tariffs (if any) in their Price Quotes. It is the Service Provider's responsibility to collect and pay VAT and other applicable taxes, and the Service Provider is liable for any inaccuracies or incomplete VAT or tax payments.
1.5 Service Provider Obligations
1.5.1 The Service Provider must comply with any and all applicable laws relating to the provision of the Services.
1.5.2 The Service Provider is responsible for the accuracy of any statements, claims, or images uploaded to their profile or sent as a message to a Customer. The Service Provider must always ensure that they have the right to use or appropriate any photographs or images that they submit to the Platform.
1.5.3 If the Service Provider has their own terms or conditions, it is the Service Provider's responsibility to get approval from the Customer for these terms. If there is any discrepancy or contradiction between the Platform TOU and the Service Provider's terms, as between Handlr and the Service Provider, this TOU will take precedence.
1.5.4 Service Providers are free to offer their services through any channel, platform, or arrangement of their choosing, including competing platforms, and nothing in this Agreement restricts a Service Provider's right to conduct their business independently. However, where a Customer was first introduced to a Service Provider through the Handlr Platform, meaning the initial connection between that Customer and that Service Provider was facilitated by the Platform, the Service Provider must not, during the period they are registered on the Platform and for twelve (12) months following the permanent termination or revocation of their platform access, transact with that Customer for the same or similar services outside the Platform for the purpose of circumventing, avoiding, or reducing the platform fees that would otherwise apply to such a transaction.
This clause is not a restriction on the Service Provider's trade or general business activities. It applies solely to transactions with Platform-introduced Customers and solely where the off-platform arrangement is intended to avoid platform fees otherwise payable to Handlr. It does not apply where the Customer independently approaches the Service Provider through a channel unconnected to the Platform, or where the Customer and Service Provider had an established relationship prior to both parties joining the Platform.
Violation of this clause may result in immediate suspension or revocation of the Service Provider's platform access under Section 2A.5. Handlr reserves the right to seek appropriate legal remedies, including damages equivalent to the platform fees that would have been payable had the transaction been conducted through the Platform, and injunctive relief where applicable.
1.6 Customer Service and Complaints
1.6.1 Service Providers should do everything in their power to provide the best possible service experience to all Customers. Service Providers should respond to Customer concerns and questions as quickly as possible.
1.6.2 Service Providers remain directly responsible to Customers for any liability arising from the performance or non-performance of a Job.
1.6.3 Handlr will refer Customer complaints to the Service Provider and the Service Provider is expected to respond to all complaints within 24 hours after receiving the complaint (regardless if the complaint comes directly from the Customer or if the complaint comes from Handlr).
1.6.4 For any ongoing discussions to resolve Customer complaints, these messages should be conducted on the Platform through the messaging function. If the messages are not on the Platform, it is less likely that Handlr can assist to resolve the issue.
1.6.5 The Service Provider acknowledges and accepts that the Handlr Platform enables and encourages Customers to write reviews about their experience with the Service Provider. These reviews are publicly posted on the profile page of the Service Provider on the Platform. These reviews may be both positive and negative in nature and prospective new Customers will be able to view these reviews. If the customer review is deemed by Handlr to be threatening, inappropriate in nature, or no longer relevant, Handlr may delete the review or ask the Customer to edit the contents. Service Providers may flag a review for Handlr's assessment by submitting a request through the Platform if the review is believed to be false, defamatory, or in violation of Platform policies. Handlr shall review such requests in good faith. Service Providers agree not to seek to suppress legitimate customer feedback through legal or other means.
1.7 Service Provider Content and Intellectual Property Rights
1.7.1 The Service Provider acknowledges that all content the Service Provider submits for the Platform is lawful, not defamatory, not threatening, and not pornographic. Additionally, the Service Provider grants Handlr the right to use this content on the Platform and potentially, and from time to time, for advertising efforts of Handlr on other online platforms and offline channels. Such use shall be limited to the purpose of operating and promoting the Handlr Platform. Handlr shall not use Service Provider content for purposes unrelated to the Platform without separate written consent. Handlr may also incorporate aspects of the Service Provider's content in its search engine optimization efforts.
1.7.2 Service Providers are responsible for ensuring compliance with all applicable laws, regulations, and professional codes of conduct related to the marketing and performance of their Services.
1.7.3 Service Providers grant Handlr a non-exclusive, royalty-free, revocable license to use the materials and information that they submit to the Platform, including but not limited to business information, photographs, and location information. Handlr may use this information for marketing purposes on or off-site channels including, but not limited to, Platform advertisements on Facebook or through other channels. Service Providers may withdraw consent to use specific content by submitting a written request to Handlr, subject to a reasonable wind-down period of up to thirty (30) days.
1.7.4 Apart from the content submitted by the Service Provider, all other content and intellectual property on the Platform remain the sole property of Handlr.
1.8 Service Provider's Liability and Indemnification
1.8.1 The Service Provider shall indemnify, keep indemnified and hold Handlr free and harmless and its officers, agents, directors and employees, from and against any and all claims, injuries, demands, obligations, actual or alleged causes of action and lawsuits and all damages, liabilities, fines, judgments, costs (including settlement costs), expenses associated therewith (including the payment of reasonable legal charges and disbursements) and losses (including but not limited to any direct, indirect or consequential losses, loss of profit, loss of reputation and all interest, penalties and legal costs calculated on a full indemnity basis) and all other reasonable professional costs and expenses arising out of, or in connection with, any breach by the Service Provider of any term of this TOU and any other agreement, or arising out of any action brought by any third party relating to the Services provided (or not provided), or actions (or failure to act), of the Service Provider or any person (other than Handlr) acting on its behalf, including, without limitation any action brought in connection with any data protection legislation.
1.8.2 Mutual Indemnity. Handlr shall indemnify and hold Service Providers harmless from claims, losses, or damages arising directly from: (a) Handlr's gross negligence or willful misconduct in operating the Platform; (b) Handlr's breach of these Terms; or (c) Handlr's infringement of any third-party intellectual property right in the Platform itself. This mutual indemnity does not limit either party's obligations under applicable law.
1.8.3 Limitation of Liability. To the maximum extent permitted by applicable law, Handlr's total aggregate liability to any Service Provider arising from or relating to these Terms or the Platform shall not exceed the greater of: (a) the total platform fees paid by the Service Provider to Handlr in the twelve (12) months preceding the claim; or (b) PHP 10,000.00. This limitation shall not apply to liability arising from Handlr's gross negligence, fraud, or willful misconduct, or to any liability that cannot be limited under RA 7394 or RA 10173.
1.8.4 The obligations contained in this Section 1.8 shall survive the termination or expiration of this Agreement.
1.9 Term of Agreement and Termination
1.9.1 This TOU shall remain in effect unless terminated by either party in accordance with these Terms through written communication, including but not limited to communication sent via email or other written electronic means. Either party may terminate this Agreement with thirty (30) days' written notice. Handlr may terminate immediately and without prior notice in cases involving fraud, criminal conduct, repeated serious policy violations, or conduct that poses an immediate risk to the safety of Customers or the public, with written reasons provided within twenty-four (24) hours of termination.
1.9.2 Upon termination: (a) any Jobs already accepted by the Service Provider prior to the termination date shall be completed or cancelled in accordance with the Cancellation Policy; (b) any earned fees owed to the Service Provider at the time of termination shall be remitted within thirty (30) days; (c) Handlr shall delete or anonymize Service Provider personal data within ninety (90) days, subject to any legal retention requirements. Sections 1.5.4, 1.8, 2A.6, and 2B.4 shall survive the termination of this Agreement.
2A. Independent Contractor Relationship
2A.1 Nature of Relationship
The relationship between Handlr and each Service Provider is that of principal and independent contractor only. Nothing in this Agreement shall be construed to create an employer-employee, joint venture, partnership, or agency relationship between Handlr and any Service Provider. This characterization reflects the genuine, substantive nature of the parties' relationship and is not merely a contractual label. Service Providers operating through the Platform do so as independent business operators carrying on their own trade, business, or profession.
2A.2 Application of the Four-Fold Test
Consistent with the four-fold test under Philippine jurisprudence (as established by the Supreme Court in Insular Life Assurance Co., Ltd. v. NLRC, G.R. No. 84484, and affirmed in subsequent decisions) and DOLE Department Order No. 174, Series of 2017, the independent contractor status of each Service Provider is substantiated as follows:
(a) Selection and Engagement. Service Providers self-select onto the Platform through voluntary registration and retain full discretion to accept, decline, or ignore any Job Request transmitted to them, at any time and without obligation to provide a reason. Handlr does not compel, incentivize with differential pay, or penalize the non-acceptance of any specific Job Request. Service Providers acknowledge that persistently low engagement levels may affect their visibility ranking on the Platform, as disclosed in the Platform Guidelines. No minimum acceptance rate is imposed.
(b) Compensation. Handlr does not pay wages, salaries, allowances, or any form of employment compensation to Service Providers. Amounts received by Service Providers through the Platform represent payments from Customers for services rendered. Any platform service fee, commission, or technology access fee charged by Handlr is deducted from Customer payments as compensation for platform services provided to the Service Provider — not as employer withholding or employment-related deduction. Service Providers are solely responsible for issuing their own invoices or official receipts to Customers and for remitting all applicable taxes.
(c) Power of Dismissal. Handlr's right to suspend or revoke a Service Provider's access to the Platform is a contractual right arising from this Agreement and does not constitute dismissal from employment. Such suspension or revocation constitutes termination of a commercial contract, not dismissal from employment. Service Providers whose access has been revoked are not entitled to separation pay, reinstatement, or any other employment-related remedy under the Labor Code of the Philippines. Service Providers may seek contractual remedies through the dispute resolution process set out in this Agreement.
(d) Control — The Critical Factor. Handlr does not direct, supervise, or control the method, manner, means, sequence, or technique by which any Service Provider performs services for Customers. Service Providers determine entirely on their own: (i) how the requested service is to be executed; (ii) what tools, equipment, or materials to use; (iii) the order and sequence of tasks within the service; and (iv) any professional judgment calls made during performance. Handlr's Platform Standards under Section 2A.4 specify only the outcomes and standards that a Service Provider's engagement must meet as a condition of continued platform access — they do not prescribe how those outcomes are to be achieved.
2A.3 Statutory Obligations of Service Providers
Each Service Provider is an independent business operator solely responsible for all of the following, without any contribution, reimbursement, or assistance from Handlr:
Registration with the Bureau of Internal Revenue (BIR) and timely filing and payment of all applicable taxes, including income tax, percentage tax, and value-added tax (VAT) where applicable
Mandatory government contributions including SSS, PhilHealth, and Pag-IBIG, whether as a self-employed individual or as an employer of any workers engaged under the Service Provider's own business
Procurement and renewal of all business permits, barangay clearances, and local government unit authorizations required to operate legally
Maintenance of valid professional licenses, certifications, or accreditations required by law for the services offered (e.g., PRC license where applicable)
Compliance with all applicable labor, safety, health, environmental, and consumer protection laws in the performance of services
2A.4 Platform Standards
As a condition of access to and continued use of the Platform, each Service Provider agrees to meet the following Platform Standards. These Standards define the minimum quality of outcomes expected from engagements booked through the Platform. They do not constitute supervision, direction, or control over the manner, means, or method by which any service is performed. Handlr's monitoring and enforcement of these Standards is an exercise of its rights as a marketplace operator and does not create an employer-employee relationship.
(i) Service quality. Services booked through the Platform must be completed to a standard that a reasonably experienced professional in the relevant field would consider satisfactory, having regard to the service description provided by the Customer. Service Providers determine independently how this standard is met.
(ii) Accuracy of representation. The services actually performed must materially correspond to the services described in the Service Provider's platform profile and in any pre-booking communications with the Customer.
(iii) Professional conduct. Service Providers must conduct all Customer interactions including on-platform communications and in-person service delivery with basic courtesy and professionalism. Handlr does not specify communication style, tone, or any script. Prohibited conduct includes harassment, dishonesty, and discrimination.
(iv) Timely completion. Services must be completed within the timeframe agreed with the Customer at the time of booking, or as amended by mutual agreement between the Service Provider and Customer. Handlr does not set working hours or require Service Providers to be available at specific times.
(v) Legal compliance. All services must be performed in compliance with applicable laws, including safety regulations relevant to the service type. The method of achieving compliance is determined independently by the Service Provider.
(vi) Booking responsiveness. Following acceptance of a Job Request, Service Providers are expected to acknowledge Customer communications within a reasonable time and to provide advance notice if unable to complete an accepted booking. Handlr does not require Service Providers to be online or available for any minimum number of hours per day or week.
2A.5 Consequences of Non-Compliance with Platform Standards
Service Providers who fail to meet the Platform Standards set out in Section 2A.4 may be subject to the following platform-access consequences. These are contractual remedies exercised by Handlr as a marketplace operator, and not disciplinary measures of an employment nature:
A written platform notice identifying the specific non-compliance and requesting a written response from the Service Provider within five (5) business days
Temporary suspension of the Service Provider's account visibility on the Platform pending resolution of the issue
Permanent revocation of platform access following a second material breach, or following failure to satisfactorily resolve a first breach within the timeframe specified in the notice
In cases involving fraud, criminal conduct, immediate safety risks to Customers, or conduct that seriously damages the reputation of the Platform, Handlr may revoke platform access immediately and without prior notice, with written reasons provided within twenty-four (24) hours of revocation
Service Providers whose platform access has been suspended or revoked may appeal by submitting a written request to Handlr within fourteen (14) calendar days of receiving notice. Handlr shall review the appeal in good faith and respond within twenty (20) business days. The availability of this appeal process is a feature of Handlr's marketplace governance framework and does not constitute an employment disciplinary or grievance procedure.
2A.6 Survival
The provisions of this Section 2A shall survive the termination or expiration of this Agreement for any reason and shall continue to govern any claims, disputes, or proceedings that relate to the characterization of the parties' relationship during the term of this Agreement.
2B. Platform Identification and Accreditation Gear
2B.1 Handlr makes available branded identification items ("Platform Gear") which may include shirts, ID lanyards, service bags, and other items bearing the Handlr name or logo for the purpose of enabling Customers to verify that the person performing a service is a verified, accredited Service Provider on the Handlr Platform. Platform Gear serves as a consumer safety and trust feature of the Platform. It is not a uniform or work attire required by Handlr as an employer, and displaying or not displaying Platform Gear is not an employment-related direction or obligation.
2B.2 Platform Gear is available for purchase by Service Providers through Handlr or accredited retailers at the Service Provider's own cost. Platform Gear purchased by a Service Provider is the sole property of the Service Provider. Handlr does not provide, lend, or issue Platform Gear as part of any employment arrangement, onboarding package, or work-related entitlement.
2B.3 Service Providers are strongly encouraged to wear or display Platform Gear when performing services booked through the Platform. The use of Platform Gear helps Customers identify accredited Service Providers and contributes to the safety, trust, and cohesion of the Handlr community. However, the decision to wear or display Platform Gear rests entirely with the Service Provider as an independent business operator. No adverse platform-access consequence will arise solely from a Service Provider's decision not to wear or display Platform Gear.
2B.4 When a Service Provider is wearing or displaying Platform Gear or otherwise presenting themselves as a Handlr-accredited Service Provider to a Customer, the Service Provider must not engage in conduct that would materially damage the reputation of the Platform, including but not limited to: making false representations about the scope of Handlr's services or warranties; engaging in harassment, dishonesty, or fraudulent conduct toward a Customer; misrepresenting their accreditation status on the Platform; or soliciting off-platform transactions in violation of Section 1.5.4. Conduct of this nature while displaying Platform identification may constitute a platform access violation under Section 2A.5.
2B.5 The primary method by which a Customer may verify that a Service Provider is accredited on the Handlr Platform is through the Handlr application, which shall display the confirmed Service Provider's name, profile photograph, service category, and platform accreditation status at the time of booking confirmation. Physical Platform Gear is a supplementary trust signal only and does not replace in-app verification. Customers are encouraged to verify the identity of any person arriving to perform a service through the Handlr app before the service commences.
Handlr Prohibited Services Policy
It is the Service Provider's responsibility to ensure that they do not offer any prohibited services, as defined by applicable laws and elaborated below. This is a non-exhaustive list, and it can be updated from time to time when necessary. Service Providers who are uncertain whether a proposed service falls within this list may submit a written inquiry to Handlr before offering the service. Handlr shall respond within five (5) business days. The full Prohibited Services Policy is available at https://handlr.ph/policies/prohibited-policy.
1. Violations and Consequences
Violation of this Prohibited Services Policy may subject the Service Provider to a range of adverse actions, including but not limited to any or all of the following:
Suspension or deletion of Handlr platform access
Legal actions
Reduction of account privileges
For first-time violations by a Service Provider who acted in good faith and was unaware that the service was prohibited, Handlr may, at its discretion, issue a written warning and remove the offending listing rather than immediately suspending or revoking platform access.
2. List of Prohibited Services
Services involving any illegal products
Services involving the use of any firearms
Services involving any counterfeit currency
Services that involve sexual conduct, nudity, or adult content as defined under applicable Philippine law, including RA 9775 (Anti-Child Pornography Act), RA 9995 (Anti-Photo and Video Voyeurism Act), and RA 11930 (Anti-Online Sexual Abuse or Exploitation of Children Act)
Services including any food items hazardous to human health
Services involving the destruction of any private property
Services that involve trespassing into government-owned and/or private property
Services that involve any stolen properties
Governing Law and Dispute Resolution
This Agreement is governed by the laws of the Republic of the Philippines. Any dispute, controversy, or claim arising out of or relating to this Agreement, or the breach, termination, or invalidity thereof, shall first be submitted to good-faith mediation between the parties. If mediation fails or is not agreed to within thirty (30) days of written notice of dispute, the matter shall be submitted to binding arbitration administered by the Philippine Dispute Resolution Center, Inc. (PDRCI) in accordance with its rules then in force. The seat of arbitration shall be in Metro Manila, Philippines. The arbitration shall be conducted in the English language. The number of arbitrators shall be one (1) for disputes involving amounts below PHP 500,000, and three (3) for disputes above that threshold. The arbitral award shall be final and binding on the parties. Either party may seek interim or conservatory relief from a court of competent jurisdiction without waiving the right to arbitration.
Data Privacy
Handlr processes Service Provider personal data in accordance with the Data Privacy Act of 2012 (RA 10173) and our Privacy Policy, available at https://handlr.ph/policies/privacy-policy. Service Providers have the right to access, correct, object to processing of, and request deletion of their personal data by contacting Handlr through the Platform at admin@handlr.ph.
In the event of a personal data breach affecting Service Provider data, Handlr shall notify affected Service Providers and the National Privacy Commission within seventy-two (72) hours of discovering the breach, in accordance with NPC Circular 16-03 and applicable regulations. Handlr shall not share Service Provider personal data with unaffiliated third parties except as disclosed in the Privacy Policy or as required by law or court order.
