Last updated:

Effective Date: March 1, 2026  |  Last Updated: March 1, 2026

1. Purpose and Scope

This Prohibited Services Policy ("Policy") sets out the categories of services, goods, and conduct that are not permitted on the Handlr Platform ("Platform"). This Policy applies to all Service Providers, Customers, and other users of the Platform.

The purpose of this Policy is to:

  • Protect the safety, health, and wellbeing of Customers, Service Providers, and the general public;

  • Ensure compliance with applicable Philippine laws, regulations, and government issuances;

  • Maintain the integrity and trustworthiness of the Handlr Platform;

  • Meet the content and safety requirements of application distribution platforms, including the Google Play Store and Apple App Store; and

  • Prevent the Platform from being used as a vehicle for illegal, harmful, or exploitative activities.

This Policy is non-exhaustive. Handlr reserves the right to update this Policy at any time in response to changes in applicable law, new government issuances, or evolving platform safety requirements. Service Providers will be notified of material updates through the Platform at least seven (7) days before they take effect.

2. Pre-Listing Enquiry Process

Service Providers who are uncertain whether a particular service they wish to offer falls within this Policy are strongly encouraged to seek clarification from Handlr before listing the service on the Platform.

To submit a pre-listing enquiry:

  • Submit a written description of the proposed service to support@handlr.ph or through the in-app help channel

  • Include the service category, a description of what the service involves, and any relevant licenses or certifications you hold

  • Handlr will respond within seven (7) business days with a written determination on whether the service is permitted

A written clearance from Handlr for a specific service does not waive Handlr's right to remove the listing if circumstances change or if the service is subsequently found to violate applicable law.

3. Absolutely Prohibited Services and Conduct

The following are absolutely prohibited on the Platform under all circumstances. No exception, waiver, or clarification can be granted for these categories. Service Providers who offer, facilitate, or are found to have engaged in any of the following will be subject to immediate and permanent platform access revocation and may be reported to the appropriate authorities.
