Handlr shall use commercially reasonable efforts to provide advance notice of planned maintenance or discontinuation. 1. Customer Terms

1.1 Scope and Handlr's Role as Platform Operator

1.1.1 Please read these terms and conditions carefully before requesting a service on the Handlr Platform. Any person who uses the Platform to communicate with or book a Service Provider is subject to the terms and conditions stated herein. If you do not agree with these terms, you should not use the Platform or must discontinue its use immediately.

1.1.2 Handlr operates a Platform where Service Providers may post their business information and where Customers may submit Job Requests for the Services they require. The Platform enables Customers and Service Providers to connect online in order to potentially agree on the performance of the requested Service. Handlr is not responsible to the Customer for the performance or quality of Services provided by a Service Provider, even if the introduction between the Customer and Service Provider was made through the Platform. Service Providers are independent contractors who operate their own independent businesses. They are not employees, agents, or representatives of Handlr. Handlr's role is limited to that of a marketplace operator facilitating connections between Customers and Service Providers.

1.1.3 Handlr implements a verification process for Service Provider identity and basic credentials as described in the Service Provider Terms of Use and as further detailed in Section 1.4.1 of these Terms. Such verification is conducted as a platform access eligibility requirement only and does not constitute a warranty, endorsement, guarantee, or representation by Handlr regarding a Service Provider's competence, reliability, or suitability for any specific task. Customers are encouraged to review Service Provider profiles, ratings, and reviews, and to exercise their own judgment when selecting a Service Provider.

1.1.4 These Customer Terms may be amended or updated from time to time. For material changes, Handlr shall provide at least seven (7) days' advance notice through the Platform or by email before changes take effect, consistent with the amendment policy set out in the General Use section above.

1.1.5 If you have any questions regarding these Terms, you may contact Handlr through the official support channels available on the Platform. Email: admin@handlr.ph | In-app: Help Center

1.2 Registering on the Platform

1.2.1 To use the Handlr customer application, users must first register and create a user account. Registration may be completed using a mobile phone number, email address, or other approved authentication methods provided on the Platform. By registering, you confirm that you are at least eighteen (18) years of age and that all information you provide is accurate, current, and complete.

1.2.2 After a Service Provider performs a Service or Job for a Customer, the Customer may be invited to rate the Service Provider. The Service Provider may also be invited to rate the Customer. Handlr may publish such ratings on the Customer's profile for Service Providers to view. These ratings may influence the willingness of Service Providers to accept future Job Requests from that Customer. Handlr also reserves the right to temporarily suspend or permanently remove a Customer account from the Platform based on rating scores or other valid reasons. Before suspending a Customer account based on ratings, Handlr shall notify the Customer of the concern and provide an opportunity to respond. Permanent removal shall only occur after review and notification. Customers may appeal account suspension by submitting a request through the Platform within seven (7) days of notice.

1.2.3 Personal data collected during registration is processed in accordance with Handlr's Privacy Policy, available at [URL]. By registering, you consent to the collection and use of your personal data as described in the Privacy Policy.

1.3 Booking a Service

1.3.1 After a Customer submits a Job Request through the Platform, selected Service Providers who provide the requested Service may receive a notification containing the service type and relevant details included in the Job Request.

1.3.2 Cancellation and Booking Management. A Service Provider who first accepts a Job Request reserves the job under their account. Customers and Service Providers are expected to manage their bookings responsibly and in good faith. Where a confirmed booking can no longer proceed, the cancelling party should notify the other through the Platform's messaging function as early as reasonably practicable. Handlr's cancellation procedures, including any applicable fees, timeframes, and refund arrangements, are governed by the Handlr Cancellation and Booking Policy, as updated from time to time and available on the Platform. Handlr shall provide at least fourteen (14) days' advance notice of any material change to this Policy that introduces or modifies a financial obligation on users. Any booking confirmed prior to the effective date of such a change shall not be subject to the new terms.

1.3.3 Depending on the type of Service, pricing may either be determined by Handlr or set by the Service Provider, subject to Handlr's review. Handlr may establish suggested pricing ranges for certain service categories to assist Customers in making informed decisions. Such ranges are indicative guidance only. Service Providers retain the right to set their own rates within any applicable platform guidelines. The applicable price will be clearly displayed to the Customer before booking is confirmed.

1.3.4 Handlr does not guarantee that any Service Provider will accept a particular Job Request.

1.3.5 Handlr reserves the right to review communications exchanged between Customers and Service Providers on the Platform for purposes of monitoring compliance with Platform policies and applicable laws. Such reviews are conducted in accordance with Handlr's Privacy Policy and applicable provisions of RA 10173 (Data Privacy Act). Communications are reviewed only to the extent necessary for compliance monitoring, fraud detection, and dispute resolution, and are not disclosed to third parties except as required by law or court order.

1.3.6 Any person using services offered through the Platform assumes full responsibility for their own health or medical condition where applicable. Customers must understand their personal limitations and assume any risks associated with the Services requested. Service Providers are not trained or authorized to diagnose, examine, or treat medical conditions unless explicitly qualified and authorized to do so under applicable Philippine law (including holding a valid PRC professional license where required). Any comments or suggestions made by Service Providers should not be interpreted as medical advice. Customers are responsible for consulting with a qualified medical professional regarding any medical concerns.

1.4 Service Provider Information and Verification

1.4.1 Handlr requires Service Providers to submit identity documents, credentials, and business registration documents as part of the platform verification process, as described in the Service Provider Terms of Use. This verification confirms that Service Providers meet Handlr's minimum eligibility criteria for platform access. However, Handlr does not independently verify every statement, claim, or representation made on a Service Provider's profile or in their communications with Customers, and does not guarantee the completeness or accuracy of profile information beyond what is verified during onboarding. Customers are encouraged to ask Service Providers directly for proof of qualifications relevant to their specific job, and to verify professional licenses independently where relevant (e.g., through the PRC online verification system at verification.prc.gov.ph).

1.4.2 Customers are responsible for informing the Service Provider of any unusual circumstances, conditions, or special requirements that may affect the Service Provider's ability to perform the requested Job. Failure to disclose such information may result in limitations or risks during the performance of the Service. Neither Handlr nor the relevant Service Provider shall be liable for injuries, losses, or damages that could have reasonably been avoided had such circumstances been disclosed before the Service began. Unusual circumstances include but are not limited to: pre-existing damage to property or items to be serviced, restricted access to the service location, presence of hazardous materials, animals that may pose a risk to the Service Provider, or any health or physical condition relevant to the performance of the service.

1.5 Payment

1.5.1 Payment for completed Jobs shall generally be made through the cashless payment methods available on the Platform. However, Customers may choose to pay the Service Provider in cash where such option is permitted, subject to any additional fees imposed by Handlr. Where Handlr facilitates cashless payment processing, it does so in compliance with applicable Bangko Sentral ng Pilipinas (BSP) regulations. Payment processing fees, if any, will be disclosed to the Customer at the time of booking. Handlr does not store full payment card details on its own servers; payment data is processed by PayMaya subject to their own security standards and terms.

1.5.2 The responsibility for VAT, applicable taxes, and the issuance of official receipts rests with the Service Provider. Handlr does not issue invoices or official receipts on behalf of Service Providers. However, Customers will receive an electronic transaction summary through the Platform for each completed booking, which reflects the service and payment details but does not constitute a BIR-compliant official receipt. Customers who require an official receipt must request one directly from the Service Provider.

1.5.3 Limitation of Liability for Payment Disputes. Where a dispute arises between a Customer and a Service Provider regarding payment including claims of non-performance, partial performance, or overcharging, Handlr may, at its discretion, assist in mediating the dispute. Where Handlr has collected payment on behalf of a Service Provider and the Service was not performed, Handlr shall facilitate the refund process in accordance with its Refund Policy. Handlr is not liable for the quality of services performed by independent Service Providers, but acknowledges its obligations as a payment intermediary where applicable.

1.6 Resolving Issues and Disputes

1.6.1 Handlr aims to provide a positive experience for both Customers and Service Providers using the Platform. If a Customer has concerns regarding a Service Provider or the work performed, the Customer may contact Handlr through the support channels available on the Platform. Handlr may attempt to assist in mediating disputes between Customers and Service Providers. Customers are encouraged to first attempt to resolve issues directly with the Service Provider. Customers may submit a complaint through the Platform's official support channel. Handlr will acknowledge receipt within two (2) business days and will endeavour to provide a substantive response within fourteen (14) business days.

If the issue cannot be resolved directly, Customers may submit a review of the Service Provider on the Platform. Handlr reserves the right to edit or remove reviews that are determined to be inaccurate, outdated, offensive, or otherwise inappropriate. Customers who submit reviews agree that their reviews reflect their genuine experience and are not submitted in bad faith, with malicious intent, or in exchange for any compensation.

Handlr is not liable for the quality, safety, or adequacy of services performed by independent Service Providers. Handlr's liability to Customers arising from or related to these Terms or the Platform is subject to the limitation set out in Section 1.8 below.

1.6.2 Governing Law. This Agreement is governed by the laws of the Republic of the Philippines.

1.6.3 Dispute Resolution. Any dispute between a Customer and Handlr arising from or relating to these Terms or the Platform shall first be submitted to Handlr's Customer Support for good-faith resolution. If the dispute remains unresolved within thirty (30) days of written notice, either party may initiate mediation or, failing that, binding arbitration administered by the Philippine Dispute Resolution Center, Inc. (PDRCI) in accordance with its rules. The seat of arbitration shall be in Metro Manila, Philippines. The language of arbitration shall be English. Small claims disputes (below the jurisdictional threshold of Philippine small claims courts) may be filed before the appropriate court without prior arbitration.

1.7 Customer Conduct and Obligations

1.7.1 Customers must treat Service Providers with basic courtesy and respect at all times, including during in-Platform communications and during in-person service delivery. Conduct constituting harassment, abuse, threats, or discrimination against a Service Provider is prohibited and may result in account suspension or permanent removal from the Platform.

1.7.2 Customers must provide accurate information in their Job Requests, including an accurate service location, a complete description of the work required, and disclosure of any unusual circumstances as described in Section 1.4.2.

1.7.3 Customers must not solicit Service Providers introduced through the Platform to conduct transactions for the same or similar services outside the Platform during the period they are registered on the Platform and for twelve (12) months following the permanent termination or revocation of their platform access. Violation of this clause may result in suspension or permanent removal of the Customer's account.

1.7.4 Customers must not request services that fall within Handlr's Prohibited Services Policy. A Customer who knowingly requests a prohibited service may have their account suspended or permanently removed, and the matter may be referred to the appropriate authorities.

1.8 Limitation of Liability

To the maximum extent permitted by applicable law, Handlr's total aggregate liability to any Customer arising from or relating to these Terms or the Platform shall not exceed the greater of: (a) the total fees paid by the Customer through the Platform immediately preceding the event giving rise to the claim; or (b) PHP 5,000.00. This limitation applies to all claims, whether in contract, tort, statute, or otherwise.

This limitation does not apply to: (a) liability arising from Handlr's gross negligence, fraud, or willful misconduct; (b) liability that cannot be limited under RA 7394 (Consumer Act) or RA 10173 (Data Privacy Act); or (c) liability for death or personal injury caused by Handlr's negligence.

1.9 Account Termination

1.9.1 Either the Customer or Handlr may close a Customer account at any time. Customers may request account closure through the Platform's account settings. Handlr may suspend or revoke Customer access in the circumstances described in these Terms, including for violations of the Restricted Activities, Customer Conduct obligations, or the Prohibited Services Policy.

1.9.2 For non-urgent violations, Handlr shall provide written notice and an opportunity to respond before account closure. For serious violations (fraud, harassment of a Service Provider, requesting prohibited services), Handlr may close the account immediately with written reasons provided within twenty-four (24) hours. Customers may appeal closure within fourteen (14) days of notice.

1.9.3 Upon account closure: (a) any pending Jobs shall be managed in accordance with the Handlr Cancellation and Booking Policy; (b) Handlr shall process any outstanding refunds in accordance with the Refund Policy; (c) Customer personal data shall be handled in accordance with the Privacy Policy and applicable retention obligations.

1.10 Data Privacy

Handlr processes Customer personal data in accordance with the Data Privacy Act of 2012 (RA 10173) and our Privacy Policy, available at [URL]. By registering on the Platform, Customers consent to the collection and use of their personal data as described in the Privacy Policy. Customers have the right to access, correct, object to, and request deletion of their personal data at any time by contacting our Data Protection Officer at privacy@handlr.ph.

In the event of a personal data breach affecting Customer data, Handlr will notify affected Customers and the National Privacy Commission within seventy-two (72) hours of discovering the breach, in accordance with NPC Circular 16-03.

Customers may delete their account at any time through the Platform's account settings. Upon deletion, Handlr will process data deletion in accordance with the Privacy Policy within ninety (90) days, subject to legal retention requirements.

1.11 General / Miscellaneous

1.11.1 Severability. If any provision of these Terms is determined to be unlawful or unenforceable, such determination shall not affect the validity or enforceability of the remaining provisions, which shall remain in full force and effect.

1.11.2 Entire Agreement. These Terms, together with the Privacy Policy, Prohibited Services Policy, and Cancellation and Booking Policy, constitute the entire agreement between the Customer and Handlr regarding the Platform and supersede all prior agreements, representations, or understandings.

1.11.3 Waiver. Failure by Handlr to enforce any provision of these Terms on any occasion does not constitute a waiver of Handlr's right to enforce that provision on a future occasion.

1.11.4 No Employment Relationship. Nothing in these Terms creates or shall be construed to create an employer-employee, agency, joint venture, or partnership relationship between Handlr and any Customer or Service Provider. Service Providers are independent contractors as described in the Service Provider Terms of Use.

1.11.5 Children. The Platform is intended for users aged 18 and above. Handlr does not knowingly collect personal data from individuals under the age of 18. If a minor has registered on the Platform without authorization, Customers or guardians should contact privacy@handlr.ph immediately for account closure and data deletion.

1.11.6 Notices. Notices under these Terms may be sent by Handlr via email, in-app notification, or SMS to the contact details on your account. Notices by Customers to Handlr must be submitted through the Platform's official support channel or sent by email to admin@handlr.ph.
